I am an EU citizen (Romanian passport) and I wish to establish Cyprus Tax Residency under the 60-day rule and obtain an OECD-format Tax Residency Certificate (TRC) Eleni Vasiliadou / Monday, July 21, 2025 / Categories: Client Enquiries Hello, I am an EU citizen (Romanian passport) and have already formally deregistered from Germany and severed all economic ties there to ensure I am not considered a German tax resident for the 2025 tax year. From now on my centre of vital interests will be outside Germany. I wish to establish Cyprus tax residency under the 60-day rule and obtain an OECD-format Tax Residency Certificate (TRC) by mid-September 2025. Purpose I plan to sell a 30 % shareholding in a Polish company in late September 2025. Under the Poland–Cyprus Double Tax Treaty, a valid Cypriot TRC will allow a 0 % withholding-tax rate in Poland. Key requirements Full support with MEU1 registration, residential lease and Cypriot tax number. Director’s contract or Cyprus LTD setup to satisfy the 60-day rule. Fast-track filing of form IR141 and issuance of the TRC (effective from 1 July 2025). Optional guidance on non-dom registration and private health insurance. Please let me know: Your timeline to deliver an OECD-compliant TRC in September 2025; A fee quote for the complete package (company/director, TRC, annual compliance); Any additional documents you will need from me in advance. I am ready to engage and transfer the initial retainer this month. Kind regards, Client Dear Client, Nice to e-meet you and thank you for your interest in our services. Below you will find my answers to your questions in bold: 1. Full support with MEU1 registration, Euro 600 + VAT + Disbursements (one-off fee) residential lease we can suggest you some website to take a look at and let us know in case you need any further assistance and Cypriot tax number. Euro 150 + VAT (one-off fee) 2. Director’s contract or Cyprus LTD setup to satisfy the 60-day rule. See below 3. Fast-track filing of form IR141 There is no such form. In case you are referring to IR1 (personal tax declaration) the cost will be around Euro 200 + VAT per annum (depends on complexity) and issuance of the TRC (effective from 1 July 2025). Euro 600 + VAT + Disbursements 4. Optional guidance on non-dom registration and private health insurance. The cost depends on the time we will dedicate. In general, the non-domiciled application is charged at a cost of Euro 800 + VAT + Disbursements (one-off fee). For the private health insurance we can suggest some insurances to contact. Please let me know: · Your timeline to deliver an OECD-compliant TRC in September 2025; Approx. 1 month · A fee quote for the complete package (company/director, TRC, annual compliance); Creation of a CY company Euro 950 + VAT + Disbursements (timeframe; approx. 1 month from the submission date). Director services: You will not need this as you will be Cyprus-taxed. Annual Compliance: Please refer to our website for indicated costs. Keep in mind that the cost always depends on the volume of transactions, number of bank accounts and employees, if the company is VAT registered etc · Any additional documents you will need from me in advance. Copy of valid Passport/ID, recent utility bill (<6months old), CV etc (e.g. rental agreement and utility bills; you must find a property to rent first so some documents may be provided at a later stage). Keep in mind that the rental agreement is needed for the MEU1 (yellow slip), the non-domiciled application and the tax residence certificate. For each application we will send you the required documents once we engage with you. Important notes: a) Please confirm that you need the Tax Residence Certificate for you as an individual (not for the CY company) b) The Tax Residence Certificate is issued only in case someone asks for it (e.g. a bank, a governmental authority etc).Hence, we will not be able to issue it because you want to have it for example (these are the Cyprus Tax Department's instructions). c) You must ensure that you are in compliance with the tax law in countries that you spent days in. In Cyprus, in order to be a Cyprus taxed resident you must spend at least 183 days in Cyprus OR at least 60 days in Cyprus and no more than 183 days in any other country (during a calendar year Jan-Dec). Let me know in case you have any questions and let's schedule a call in case it would be more convenient. Kind Regards Thank you for your detailed response and for outlining the process so clearly. I confirm the following: I do require the Tax Residency Certificate (TRC) for myself as an individual, not for the Cyprus company. I have not spent more than 183 days in any other country this year, including Germany. My intention is to spend at least 60 days in Cyprus in line with the 60-day rule. I understand the importance of the rental agreement for the MEU1, Non-Dom and TRC applications, and will prioritize arranging it. I have a few additional questions: Can you please confirm which documents are strictly needed now, and which can be submitted later (e.g., after the lease is signed)? Would it be possible to proceed by sending you the minimum set of required documents first (e.g. passport and CV), and complete the rest as they become available? Could you also let me know if you would be available for a short introductory call to align on the timeline and process? Thank you! Hi, Please find my answers below in bold: Can you please confirm which documents are strictly needed now, and which can be submitted later (e.g., after the lease is signed)? Passport and ID (both if available), recent utility bill (your current address), updated CV, proof of sufficient fixed income (salaries, latest tax declaration, funds in the bank account, dividend certificates - whatever is applicable), marriage certificate in case you are married, personal bank statements showing consumption in Cyprus. We can discuss any questions you may have during our call. Would it be possible to proceed by sending you the minimum set of required documents first (e.g. passport and CV), and complete the rest as they become available? The procedures for all applications (yellow slip, tax residence and non dom) can proceed once we have the rental agreement and the utility bills. However, you can send us the rest of the documents prior to the rental agreement. Kind regards.
